The Opportunity

Te Hunga Whiriwhiri was established to strengthen relationships with mana whenua and support the delivery of Māori outcomes across Greater Wellington. As the organisation progressed its Māori Outcomes Framework, there was an opportunity to ensure the team’s structure and functions remained aligned with organisational priorities.
The Executive Leadership Team sought a review to confirm the original design principles were still fit for purpose and to ensure the team had the clarity, capability and leadership support needed to implement Te Whāriki.

Our Response

Haemata applied a holistic organisational development approach informed by the 8S Model. The work was delivered in phases to align strategy, team structure and capability.
This included reviewing the design principles with staff and leadership, undertaking a diagnostic of team functions and roles, and engaging with key stakeholders through interviews and leadership workshops.
Wānanga were also held with regional mana whenua partners to ensure their perspectives informed future governance and representation. Insights from this work informed revised role descriptions, a proposed organisational structure, and strategies to support team development and leadership.

The Outcome

The review provided Greater Wellington with a clearer pathway for strengthening the role and function of Te Hunga Whiriwhiri.
It also supported greater alignment between organisational strategy, team capability and the delivery of Māori outcomes.
