Kia Whiria
In partnership with Te Tari Ture o te Karauna | Crown Law, Haemata developed programme content and facilitated wānanga for approximately 1,000 government lawyers, integrating te ao Māori practices into the programme.
The Opportunity
Te Tari Ture o te Karauna | Crown Law sought support to develop a facilitated course and learning pathway that would strengthen government lawyers’ understanding and application of The Treaty of Waitangi | Te Tiriti o Waitangi. The programme needed to include structured learning activities, practical tools, and flexible delivery options capable of engaging departmental lawyers across Aotearoa New Zealand.
Our Response
Haemata developed the programme Kia Whiria, comprising a blended learning pathway that includes:
- Pre-learning modules developed in Rise 360 and accessed through the Government Legal Network (GLN) SharePoint
- A Treaty | Tiriti analysis tool developed in Storyline, used during wānanga and to support participants in their ongoing agency work
- A facilitated wānanga programme using case studies, delivered both face-to-face and online, with ongoing facilitation provided by Haemata.
The Outcome
Kia Whiria equips government lawyers with a deeper understanding of te ao Māori and the Treaty of Waitangi | Te Tiriti o Waitangi, supporting them to:
- understand the role of the government lawyer
- navigate the context of the Treaty | te Tiriti within the legal framework
- appreciate the Crown’s responsibilities as a Treaty partner
- clarify the Crown’s legal position
- apply common solutions to recurring legal challenges.
Through this learning pathway, participants gain practical tools and frameworks that they can immediately apply in their work, strengthening culturally-informed and consistent legal practice across Aotearoa New Zealand.

Kia Whiria is a comprehensive facilitated programme that combines pre- and post-learning materials with a Treaty | Tiriti analysis tool, providing government lawyers with practical resources to apply in their ongoing work.
